Update on the heinous dumping from wheelchair incident in Tampa Orient Road jail

Sheriff David Gee issues warrant against wheelchair deputy
What follows is Sheriff David Gee’s complete statement, delivered 9:30 p.m. Friday at Falkenburg Road Jail, regarding charges brought against Deputy Charlette Marshall-Jones, who was captured in surveillance video dumping a quadriplegic from his wheelchair:

"On Jan. 29, 2008, Mr. Brian Sterner was dumped out of a wheelchair by a Hillsborough County detention deputy at the Orient Road Jail. A video of the incident has been seen around the world and the public was quick to express their anger and resentment about the treatment of Mr. Sterner. I too was outraged at what happened. The actions and inactions of my deputies during this incident have cast a negative light on this agency. The hardworking and dedicated deputies and civilians at this office deserve better. They perform their jobs with pride and integrity and realize the public’s trust is something they must earn every day.

"I promise the citizens of Hillsborough County a swift and thorough investigation into this incident. What happened to Mr. Sterner was a disgrace. It was also a crime. I’m here tonight to announce the issuance an arrest warrant for Charlette Marshall-Jones, the deputy who dumped Mr. Sterner from his wheelchair. Ms. Marshall-Jones is charged with the abuse of a disabled person, a third-degree felony. Three supervisors remain on suspension while an investigation continues. I do not know when it will conclude, but there will be accountability. Ms. Marshall-Jones has been made aware of the charge against her, but as of this moment has not turned herself in and we do not know her current whereabouts.

"Mr. Sterner was a victim of a crime in our jail at the hands of a detention deputy who brought disgrace to this office and every employee here. To say this is unacceptable is an understatement.

"I apologize again to Mr. Sterner and I also want to apologize to the citizens of Hillsborough County. I will do everything in my power to rectify the situation and assure the citizens that this will never happen again. I will not attempt to explain why a deputy dumped this man from his wheelchair. There can be no rational explanation. I don’t think I will ever understand the reasoning for such actions.

"In the coming days and weeks, we will also cooperate fully with any other official investigation and review of this incident. What occurred on Jan. 29 was not about the lack of training or policy. This was about the inexcusable and indefensible acts of one deputy. The video speaks for itself. And I am here to speak for the dedicated men and women of this office who are ashamed of this incident as everyone else is. As sheriff, I’m as accountable for my actions, both good and bad, of my deputies. I believe the public is confident the sheriff’s office is about integrity and accountability. We receive comments daily about the wonderful job our deputies do. And I would ask the public not to let this aberration destroy their confidence in this agency. We will continue to do what the public expects and demands. I can take a couple questions."

-- Rebecca Catalanello, Times staff writer

Man Hit By Cruiser After Jump From Overpass

Good Samaritan Hit, Killed By Cruiser After Overpass Jump
Castonguay Jumped To Avoid Skidding Car

BOSTON -- A man who had stopped to help a crash victim on Route 2 was struck and killed by a police cruiser in Phillipston on Wednesday night, according to the Massachusetts State Police.

Andrew S. Castonguay, 20, of Petersham, was hit after he jumped from an overpass onto Route 2A to avoid getting hit by another vehicle and was hit by a Massachusetts State Police cruiser responding to the original crash.

Castonguay was pronounced dead at Athol Memorial Hospital at about 9:30 p.m. Wednesday, state police said.

Castonguay was heading west on Route 2 at about 8:30 p.m. when he came upon a rollover crash in the eastbound lane. Two other cars had also stopped to help the driver of the vehicle that had rolled over. The driver was trapped in her car, which was blocking the eastbound lanes, state police said.

As the four Good Samaritans were trying to free the driver, another vehicle skidded on the icy road toward them. Three of the Good Samaritans jumped on the guardrail, but Castonguay jumped over the guardrail, apparently unaware that he was on an overpass, state police said.

Castonguay fell 25 feet onto Route 2A. Trooper Mical O'Brien tried to avoid Castonguay, who was lying in the road injured, but hit the man.

"He stopped to help the accident and either he fell or he jumped over thinking it was a curb or something. I have no idea to be honest with you," said Cindy Cunningham, Castonguay's aunt.

The three other Good Samaritans and the driver of the car that skidded on the ice, Rishi Arora, 27, of Amherst, were not injured. The driver of the vehicle that rolled over, Kelly A. Boudreau, 38, of Orange, suffered minor injuries and was taken to Athol Memorial Hospital.

Castonguay's aunt said she is not surprised that he stopped to help the trapped driver. He was the oldest of three siblings.

"A big-hearted kid who'd do anything for anybody. My brother and my sister-in-law raised all their kids like I hope we all raise our kids to be -- helpful and to be there when needed, and do things for people," she said.

Worcester County District Attorney Joseph D. Early Jr. and the Massachusetts State Police are investigating the incident.

Castonguay's was the fifth fatality in the last 12 months between exits 18 and 19 on Route 2.

Private eye defends integrity of "honey trapping"

Wed Feb 13, 2008 1:20pm EST
By Kate Kelland

LONDON (Reuters) - When Richard Martinez goes to a nightclub or bar, he often goes alone.

But the 38-year-old former RAF officer wastes no time in heading for a target -- a woman -- to flirt with and flatter.

Martinez will not try too hard, but will allow himself to be drawn into conversation and, if asked, will give out his phone number for a potential future date.

Martinez is a "honey trapper" -- or as he likes to call himself, an "integrity tester" -- one of a growing team of private detectives who are hired by wives, husbands or partners to test the loyalty of their loved ones.

"It's growing all the time," he says of his business, the Expedite Detective Agency (www.ex-da.com), which charges 300 pounds ($588) for an integrity test on a potential cheat.

Martinez refutes accusations of marriage-wrecking, arguing that his customers come to him when they are already concerned about their partner's fidelity or when rumors have led them to suspect an affair. But he admits around 80 percent of targets fail the test and turn out to be ready and willing to cheat on a partner.

Martinez and his colleagues -- he has a team of male and female trappers, some more, some less attractive -- record the whole "hit" on audio and video, so that the customer can see for themselves how the evening develops.

And Martinez has "rules of engagement": The target must not be drunk, there must be no touching, and the relative attractiveness of the trapper to the target must be equal.

"It's got to be a fair test," he explains. "So we make sure that we don't set a very attractive honey trapper on a not so attractive target, and vice versa."

"The customer needs a fair answer to the question of whether their husband or girlfriend is loyal."

Martinez says that while many of his customers may end their relationships, other use the honey trap to confront unfaithful lovers and appeal to them to change their ways.

"So we can also act as a deterrent," he says. "The customer can say to their partner: 'I caught you this time and I want you to change' and they can warn that they will use the honey trap service in the future to test them again."

He shrugs off criticism that he is fostering mistrust, and insists he is meeting a real need among British couples. But while Martinez is unashamed about what he does, other such detective agencies are more reticent.

At UK Honey Traps, a service based in Worcestershire in the heart of England and offering trappers across the country, they are not keen to talk.

"We don't talk to journalists," a spokesman there told Reuters by telephone. "It wouldn't help our business."

They are, however, looking for new recruits.

Under the vacancies section of their Web site, the detective service is on the look-out for "confident, bubbly, outgoing men and women with an ability to think on their feet."

Becoming a honey trapper demands reliability, honesty and accuracy, it says, and because most of the trapping takes place outside office hours, it can offer "an ideal second career."
